Topic: How should I count words in a Japanese text?

Esteemed colleagues,
I would like to ask your opinion about the generic rate of 12USD/wd for English to Japanese (Rates for translation | ProZ.com). I have limited experience in setting my own rates and no way of telling how “real” this one is. To me, it honestly feels low. I understand it is the result of agencies competing on prices at the expense of quality and that freelance professionals tend to quote higher prices whenever possible.
Now my question is: what do you think a fairer rate would be for a text in the area of marketing, advocating for change in business practices? And what would you consider a fair surcharge, if the source document were a PPT presentation? Would 0.25$/wd be too high, i.e. unfair towards the client? Many thanks in advance for your ideas.
